The Future of Industries: What to Buy and What to Produce? Shipbuilding
Reputation is a matter of importance. Our Amur- and Khabarovsk-based shipbuilders have never let anyone down. In the past few decades, all orders have been fulfilled on time and to the required quality. <...> This is the platform we stand upon

The Future of Industries: What to Buy and What to Produce? Shipbuilding
There is a problem which is primarily connected with the financial burden carried by companies in the Far East. <...> This is down to the so-called northern allowance – a social package <...> paid for by the employer. <...> It makes it virtually impossible to compete with Western shipyards – those in the Western part of Russia

The Future of Industries: What to Buy and What to Produce? Shipbuilding
We are proceeding on the basis of building in the places we catch fish. The Far East is home to the biggest fishing fleet. That’s a fact – we have all the shipyards, all the potential, all the expertise, and all the initiatives in place. <...> So, we need to work to our strengths. <...> We need to build in Khabarovsk, Komsomolsk, Vladivostok, and other cities in the region

BAM and the Trans-Siberian: How to Build Faster?
Russian Railways owns and operates the Eastern Polygon. The second stage of its expansion is already under contract. It makes sense to use concessions to build new areas and infrastructure. It is a functional idea and technology,

The New Stars of the Far East: The Evolution of Major Projects
First and foremost, we need to resettle people in quality housing. People need to be fed, treated, protected, and educated. That is our main mission as the government of the Khabarovsk Territory. That is why we are launching smaller projects, although they are not small at all, but large. This is the AgroHub project, 3 thousand hectares for farmers. ... This is the 'Far Eastman House', the construction of prefabricated houses in an industrial way, up to a thousand per year, which we will start next year

Network of University Campuses – Russia's Intellectual Belt
For us, this is manpower above all. I wouldn’t use the words ‘lock in’ and ‘retain’. Higher education is a highly competitive environment, so we are taking a broader view. Let’s say ‘attract’ the best people to Khabarovsk and the Far East

The Far East: Resource Frontier or Driver of Growth?
We expect a construction boom in the Far East. The demand is huge. It is heated. The prices for real estate developers are very attractive. However, there are no construction materials. <…> We are getting ready for construction of residential areas and industrial sites, as well as production of construction materials

The Far East: Resource Frontier or Driver of Growth?
<…> Law 223 needs to be amended, while we need to transition to long-term contracts for at least seven years. This will help investors with a planning horizon. Same refers to the Baikal–Amur Mainline. Khabarovsk Territory accounts for 30% of the Mainline, with its terminal points – ports of Vanino and Sovetskaya Gavan – located in the same region. Russian Railways and those in charge of the second line and its electrification do not plan for localization or local suppliers. <…> If Russian Railways and its contractors turn to local suppliers, it will give a significant boost to local development

The Far East: Resource Frontier or Driver of Growth?
Localization, or the so-called clusterization, is among the things that definitely worry us. It is not developing at all. <…> Basically, we are registering a good employment level (if compared to other facilities). Employees enjoy good income levels. However, localization does not exceed 1%. <…> Despite all Government decrees and plans, this process is stagnating. We have prepared sites (Komsomolsk is among them) for investors to enter and launch new operations. However, there is no guaranteed demand

Key Principles for Establishing Tourist and Recreational Zones
The new state programme [of tourism development, – Ed.] <…> includes new sections, apart from the infrastructure development. The most important thing is subsidizing the interest rates. For one state rouble we need to attract ten roubles of bank capital

As for the brand, we do not have one. What are we promoting? The country still does not have a unified brand, and it is a big problem. <…> We need to promote and create a unified interregional branded tourist cluster

Why do we want to develop domestic tourism? To cure the society of xenophobia. <…> It is an ideological task <…> Tourism development leads to a better social well-being
