Mr. CHHIV Yiseang, was graduated from the Royal University of Phnom Penh with a bachelor degree in French Literature in 1996 and has served as French language lecturer in the same University. From 1997 to 1999, he received a Master Degree in Education Science from the Sorbonne-Nouvelle Paris III University in France and during the same period, worked as a lecturer of Khmer language and culture at the National Institute of Oriental Languages and Civilization (INALCO) in Paris.
He resumed his position of general knowledge and research methodology lecturer at the Royal University of Phnom Penh in 1999. From 2001 to 2003, he had occupied the function of Press Attaché and Personnel Interpreter/assistant of French Ambassador to Cambodia at the Embassy of France in Phnom Penh.
After 18 months of studies at the French National School of Administration (Ecole Nationale d’Administration – ENA –, in March 2005, he graduated cum laude and received a Master Degree in Public Administration. He was appointed in April 2005 as Director of Studies and Training Courses at the Royal School of Administration (RSA) and also a Member of the Cabinet of the Prime Minister of Cambodia.
In October 2013, after leaving the RSA, H.E. Mr. Chhiv Yiseang was promoted to be Deputy Director of the Cabinet of the Prime Minister.
In April 2016, he was appointed as Under-Secretary of State at the Ministry of Foreign Affairs and International Cooperation (MFAIC).
He completed his PhD degree in Public Law at Paris-Dauphine University, in France in January 2017 with a thesis on “Government work in Cambodia from 1993 to 2015”.
In April 2017, H.E. Mr. Chhiv Yiseang was appointed as President of the National Institute of Diplomacy and International Relations of the MFAIC, the first training institute in the Cambodia’s foreign affairs history.
