Born in Schelkun, Sverdlovsk Region.
1987: graduated from the Ural State Polytechnic Institute in Metal-Cutting Equipment and started his career in the construction business.
1993: Head of Uralpromservice. The company was later renamed Penetron-Russia and, in 2005, opened a construction mix plant.
Under Mr. Chernogolovs guidance, the company developed new materials that protect concrete against water and restore damaged concrete.
Since 2005: has been forming the updated system of state standards and a regulatory framework for modern and innovative construction materials. His active participation helped adoption of State Standard 56703-2015.
Mr. Chernogolov has been awarded certificates of merit by the Ministry of Construction, Housing and Utilities of the Russian Federation and the Ministry of Construction of the Sverdlovsk Region, as well as certificates of merit and acknowledgement by the Governor of the Sverdlovsk Region and the National Union of Construction Industry Members. Penetron-Russia has been awarded the title of best construction materials company in Russia on a number of occasions.
Igor Chernogov holds the title of Honorary Builder of Russia. He is a member of the Management Board of All-Russian Non-Governmental Organization of Small and
Medium-Sized Businesses OPORA and is Vice-President of the Small and Medium-Sized Business Union of the Sverdlovsk Region.
Married. Has three daughters.
