Pivot East 3.0: The Asian Vector in the Economy
There is a capital surplus in Asia. The capitalization of China’s three main stock exchanges alone is USD 20 trln, and its banking system has more than USD 50 trln in assets. It is difficult to name companies that have been able to successfully reach these limitless sources of capital in Russia. So, we are now standing on the threshold of a new format of joint ventures. I think this is what partnership is all about. Modern Russian-Asian joint ventures will have to be deeper and more ambitious and make full use of the resources of those projects that we can implement here, as well as the resources of the capital markets, both equity and debt, that exist in Asia

Pivot East 3.0: The Asian Vector in the Economy
We have many things Asia needs. First of all, it is, of course, natural resources. We are currently developing the Northern Sea Route. There are two projects – one by Novatek and the other one by Rosneft – that already enjoy Asia-oriented investments. In 5–7 years, these two projects will generate USD 100 bln of revenue annually. <...> These are landmark projects that target efficient export of Russian natural resources to Asia. I think it is great. We need to earn this money and invest it in human capital in Russia

A wise woman who worked as a governor, a senator, an auditor... told me how she, a Komsomol member, at the age of 25 used to go to Soviet leaders twice her age and say to herself: ‘I have a mission. I go in. I have a task. I have an ID. I need to do it.’ Sometimes it helps, by the way, when inner discomfort in the civil service will clamp down. You need to do the job

Generally speaking, civil service is a place where there are very few people who set your sails. There are quite a few people there who act like ice, who try to mire your ship. By the way, this is a big question for philosophers. It is some kind of psychology: people oppose almost anything that is born in the mind. It is a unique law of some kind of quantum metaphysics

Council of Arctic Shipping Participants along the Northern Sea Route
We see almost 2 trillion rubles a year invested in projects where long-term economic model depends on ensuring year-round navigation on the NSR <...>. And when we look at those cargo flow plans <...> we understand that we have no room for error. This is related to this year’s very important decision of the Government of the Russian Federation to consolidate powers for organizing navigation on the NSR in Rosatom. The President [of Russia Vladimir Putin] at the meeting on the Arctic development explicitly said that timeframe should not be shifted to the right. He underscored that the announced business plans on cargo transportation should be implemented in time, regardless of new challenges that our industry and transport industry face – given those challenges include import substitution, technological sovereignty, the launch of new technologies and industrial products

Investment Projects in the Arctic: Incentive Regimes
The Northern Sea Route. The most important objective <...> is to finish it <...> and reach 100 million tonnes [in cargo traffic – ed.]. I am convinced that this will happen this decade <...> and that we will also reach 200 million tonnes. What does this mean? We are talking about a totally different number of icebreakers and a different level. It means a new fleet which will need to be built. <...> And we are talking about around RUB 300 billion in investment. This is not a large figure in this new economic road that we are traversing. I never tire of saying that it will bring us more than USD 10 billion every year

We even raised this issue with Russian President Vladimir Putin. In terms of anti-crisis measures, we are already prepared to make small tourist projects VAT-exempt. However, we are not yet ready to lower the bar with regard to the number of keys. We are constantly discussing this with Head of the Russian Federal Agency for Tourism Zarina Doguzova. Many people pitied the Russian Federation for its ‘resource curse’: its reliance on oil and gas. The feeling was that we couldn’t actually make all that much. <...> But this is the top of the pyramid. These wide-ranging [resource extraction – ed.] projects can create real prosperity – USD 10 billion per year. Let’s not feel uncomfortable about our wealth of resources. On the contrary, let’s capitalize on it as effectively as possible

Investment Projects in the Arctic: Incentive Regimes
The Arctic is somewhat indebted to the Far East. At the beginning, a number of new conditions were created under the Far East’s system of governance. Many of these were unprecedented for Russia. <...> A number of historic decisions were taken to establish advanced special economic zones and the Free Port [of Vladivostok – ed.], level out energy tariffs, and introduce the Far Eastern Mortgage programme. When this system was extended to cover the Russian Arctic, even more dynamic regimes were put in place. These included the world’s largest free economic zone in the Arctic, and a reduction in the administrative burden

We believe that the turn to the East may take place only through the North because we know directly how fully loaded all our Far East channels are, the railways, ports and frontier crossings. And we know the significance of the economy of the North. […] two trillion roubles a year are invested in each of these projects [investment projects implemented in the Far East – Ed.] and the state’s purpose is precisely to enable the structure of the NSR to correspond because today we cannot provide for export of the goods volumes, we already see by the capacities that are available and that are so far contained in strategic planning documents

The first and most important thing is how we produce energy. The energy transition [is] already in full swing.
