Extended Session of the NSR Public Council. Big Northern Sea Route: New Global Traffic Lane
For us, the development of the Northern Sea Route is not only the development of a road, it is also the development of coastal infrastructure, it is the synchronization of the development of investment projects, and the creation of latitudinal approaches - the President of Russia also spoke about this - the completion of the Northern Latitudinal Passage, the second stage, so that the coast and the sea would turn this road into a highway

Extended Session of the NSR Public Council. Big Northern Sea Route: New Global Traffic Lane
Transportation along the Northern Sea Route should not be a heroic deed, it should be a service – a commercial service that is safe, profitable, fast and, in the long term, regular and predictable

We need to boost efforts to bring current projects to the implementation stage, and to expand the number of joint initiatives. That includes in the Arctic, where the largest incentive zone in the world – 5 million square kilometres – has been established

In terms of priority areas, we are willing to propose important sectors such as hydrogen power, medicine, and of course, tourism. Hydrogen power could become a key area of Russian-Korean collaboration, given the resources of the Far East and growing demand for imported hydrogen in the economies of the Asia-Pacific region

Russia–Republic of Korea Business Dialogue
In 2020, trade and economic cooperation fell by more than 20% in the Far East, and virtually by the same amount across the country. This was a result of the crises caused by the pandemic. In 2021, bilateral trade has gradually stabilized and is now on a trajectory of growth. It is our hope that our joint efforts will result in this positive trend continuing

Russia–China Business Dialogue
In the preferential regimes of the advanced special economic zones and the Free Port of Vladivostok, 58 investment projects with the participation of Chinese investors are at various stages of development and implementation with a potential investment volume of USD 11.6 billion [...] I believe that there should be more such large-scale Russian-Chinese investment projects in the Far East. In addition, we are pleased to invite Chinese business communities to cooperate in the Arctic zone of the Russian Federation

Impact Investing: Does the State Trust Commercial Partners to Achieve Social Goals?
This is possibly the area of finance that requires the closest and most detailed interaction between the state and the investor. The success of social impact projects largely depends on the quality of planning, the quality of contractors, well-defined results, the clarity of the schedule, and the people who will be involved in these projects

Impact Investing: Does the State Trust Commercial Partners to Achieve Social Goals?
Direct investment logic shouldn’t be the only thing that works in such projects. Like any public-private partnership projects, they require additional leverage from the state and additional participation, so I’d like to point out here our readiness and intention to participate with resources in our state programme to support the implementation of such projects on our territory

The Far East is Russian Asia, but it is also Europe in the centre of Asia [...] It has great potential. We are all looking forward to the end of the pandemic and the possibility of Europe and Asia integrating more closely not only in tourism and socio-cultural terms, but also in business and in the economy [...] European business in the Far East and Arctic have a strategic opportunity to use European technologies here [...], the opportunity to sell good services in the Far East in cooperation with Russian partners, and to target the largest fastest-growing markets of the Asia-Pacific region

Great Challenges and Opportunities for the Far East and Arctic
The first and most important thing is how we produce energy. The energy transition [is] already in full swing. It has to do with climate and humanity's willingness to abandon the traditional way of generating energy. What do we make materials out of, digging them out of the ground and melting them or assembling them from elements, like a construction set, what do we need? In light of these technological changes, the risks to the economic structure of the Russian Far East are obvious

Great Challenges and Opportunities for the Far East and Arctic
Our President has designated the development of Siberia and the Far East as a priority for the entire 21st century. I am convinced that this is not a figure of speech. No other country in the world has such an external framework, and no one has the Far East and the Arctic. This is an area on a scale comparable to the largest countries in the world, the United States, China, Brazil, and Australia

Far East as the Talent Pool for Public Service. Presentation of the Muravyov-Amursky 2030 Programme
Almost everybody was worried: if we get the most active people, they will get stolen by Moscow and they will become individualistic leaders. They will never be team players. We will teach them, because we will select the smartest ones. Would a smart person leave the Far East now? Is there another place where you can build a billion-worth company from scratch? Is there another place offering USD 10 billion for a tidal power plant or a new hydrogen generation cluster? This is a place for a prompt career, where you can become a governor at the age of 38 or a vice governor at the age of 30. You can launch your own business only here. We will find smart people who will not leave

Far East as the Talent Pool for Public Service. Presentation of the Muravyov-Amursky 2030 Programme
Over the last 15 years, I have selected and employed quite a few people. You do not choose those with highest grades. You choose those who are likely to achieve the result your organization is looking for. You need a high-quality comprehensive education to understand what this result is

Far East as the Talent Pool for Public Service. Presentation of the Muravyov-Amursky 2030 Programme
Achieving the result takes three elements. First of all, it is the foundation – the knowledge one gets through training. Most importantly, it is the spirit – nothing is going to work without the spirit, without the opportunity to embrace your inner strength. This is why the Muravyov-Amursky Programme will target balancing out and developing these two qualities in its attendees within two years

The Faces of Innovation: Dialogue With New Tech Leaders
To date, the sales volume turnover limit for a company to enjoy benefits has been set at a fairly low level of RUB 1 billion [...] [Now this threshold will be increased to] RUB 10 billion [...] RUB 10 billion is no longer a startup; it’s already a business. And, once we reach this RUB 10 billion, we will move these innovators into the next category. We have advanced special economic zones and the Free Port of Vladivostok, so we’ll continue to support them [...] This is a very important decision that will allow the innovative research and technology centre to grow faster

The Faces of Innovation: Dialogue With New Tech Leaders
It’s extremely difficult to compete in terms of the prime costs of the production of physical items. You can buy these things in Asia, and by combining them in the right way and programming them, you can make a product with the highest added value [...] The job of technologies here is to find their strengths based on industries that have already been well-developed, fill them with content, utilize their strengths, and attract these people here. And we will help by opening markets [...] We have a lot of groundwork with which we can shoot to create something that is among the most competitive in the world

‘Tourism and the Hospitality Industry’: New Investment and Technological Opportunities for the Sector
We really need to double the number of rooms. Today, the Far East has about 2,000 hotels [...] Of that number, only 10% have at least one star, and the average number of rooms is 25 per building. The Far East: Resource Frontier or Driver of Growth?
We will both support businesses and build lots of new housing. <…> It can be housing for rent at unique rates that include regional subsidies. Together with DOM.RF Group, we have taken monthly rental rate for a two-room apartment down to RUB 6 thousand – any salary can handle this. Naturally, there is also the Far Eastern Mortgage. However, our construction volumes will help us make real estate prices in the Far East rise slower than on average across the country

The Far East: Resource Frontier or Driver of Growth?
Over the last 7.5 years, the Far East has been developing as a business project, which includes business planning principles, investor attraction and cooperation principles – much like any business would operate. <…> Over 2,600 investment projects under preferential regimes. Over RUB 5.5 trillion of committed investment, with over RUB 1.5 trillion already invested. The measures we struggled so much to get approved for the Far East are unprecedented. The Russian Federation does not have any other preferential regime that would be comparable to this one. Among other things, it covers social taxes, which is very important for entrepreneurs. We get criticized for this. However, thousands of jobs – over 60 thousand – have been created. Social taxes account for 7.6% instead of 30% as everywhere else

The Arctic is an engine for economic growth. [...] Technology will make life in the north more comfortable. [...] It is possible to be connected to the entire world remotely. [...] Historically, both for Russia and the Soviet Union, the opening of the northern territories is of concern to people, [...] and now the people involved in this are fans of their business. We have a large, rich programme for indigenous peoples, for the preservation of their culture, and implementing their collaborative projects. With regard to the issue of climate change and ecology within the framework of the Arctic Council, all participants will discuss measures and approaches to balancing economic development and the economic agenda. […] We are represented on the board by the strongest companies implementing global projects. The priorities are the development of shipping and telecommunications infrastructure. In addition, we plan to create two scientific stations in Murmansk region and in Yamal. Only high technology can overcome the challenges in the Arctic

From Raw Materials to Advanced Processing: Achieving Growth in the Forestry Sector
Proven oil reserves [in Russia] are 106 billion barrels, that is around USD 6 trillion according to current market prices. Forest reserves are estimated to reach 83 billion cubic metres. If we multiply it by the average market price of round timber, around USD 70, it is also 6 trillion. But while oil is formed over 100 million years, a good tree needs 100 years to grow. So, it is interesting to find a way to make this important economic and ecological resource more valuable and more sustainably used in our economy
