Pavel has 2 MSc degrees from St. Petersburg State University and from Oslo University, and PhD degree from St. Petersburg State University. Pavel has extensive experience in investment banking and infrastructure for more than 13 years. For several years Pavel has been working in the Government of St. Petersburg, where he has been involved in work on strategic projects of St. Petersburg, being engaged in their support and assessment. Pavel has experience in audit companies of the “big five” as a senior Manager at Ernst&Young (TAS, project finance) and subsequently as Partner/Project Finance Director (Russia & CIS) at Grant Thornton where he was responsible for PPP and Project Finance expertise development in Russia and CIS. Currently, he is Managing Director – Head of Infrastructure at Project & Structured Finance Department of "Gazprombank" (Joint - stock Company), responsible for support of projects in infrastructure and PPP sector (where "Gazprombank" (Joint - stock Company) acts as financial adviser, arranger and lender). Pavel is a member of the working group of the State Duma of the Federal Assembly of the Russian Federation responsible for improvement of PPP legislation, a member of the working groups under the Ministry of transport of the Russian Federation and the Ministry of Economic Development of the Russian Federation responsible for improvement of PPP legislation, a member of the PPP Council under the Ministry of Transport of the Russian Federation. Pavel is Associate Professor at MGIMO and an author of a number of publications including scientific articles on infrastructure and PPPs. Winner of ROSINFRA 2015 award "For personal contribution in development of infrastructure".
