The Foundation was established in 2007 with the aim of facilitating the development of Russia’s economic potential, promoting its national interests, and strengthening the country’s image. One of the roles of the Foundation is to comprehensively evaluate, analyse, and cover issues on the Russian and global economic agendas. It also offers administrative services, provides promotional support for business projects and attracting investment, and helps foster social entrepreneurship and charitable initiatives.

Each year, the Foundation’s events draw participants from 208 countries and territories, with more than 15,000 media representatives working on-site at Roscongress’ various venues. The Foundation benefits from analytical and professional expertise provided by 5000 people working in Russia and abroad. In addition, it works in close cooperation with 131 economic partners; industrialists’ and entrepreneurs’ unions; and financial, trade, and business associations from 70 countries worldwide.

Biography
Bill Boerum is Chairman Emeritus of Sister Cities International, Washington, D.C., a citizen diplomacy organization with over 2,000 partnerships in 140 countries. He is the Country Representative for Russia. Previously he was Chairman of the Board of Directors. He has traveled extensively internationally with multiple trips to Russia, China, India, Egypt, Peru, Brazil and Mexico; most recently visiting Central Asia.

He is in his fourth term on the governing board of Sonoma Valley Hospital, previously serving twice as Board Chair and as Treasurer. He is serving his third year on the Strategic Plan Committee. Currently, he is Chairman of the Governance Committee.

He is Chairman of the Northern California Health Care Authority, a consortium of five hospital districts. Also, in the healthcare domain, Bill was a member of the board of directors, the executive committee and Vice Chairman of the Sacramento-based, Association of California Healthcare Districts and its insurance affiliate, the ALPHA Fund.

Bill’s interest in healthcare extends to the international sphere where he has toured hospitals In China, Egypt and India with a special focus on cardiology departments.

Professionally he is in wine industry tourism and is a Certified Tourism Ambassador. He is an international conference speaker. Previously in risk management, he had more than 15 years of experience in the decision technology/software industry and a 20-year career in banking in corporate and institutional lending during which he traveled to all 50 of the United States and throughout Latin American.

Bill holds an MBA degree from Cornell University and a Bachelor of Science in Economics.
