Thirty Years of Innovation Policy in Russia: Lessons and Prospects in Relation to Creating Tech Champions
There are two adequate models for us. The first is large high-tech projects that are focused on demand understandable to society. The best example is the Crimean Bridge. And this is the model that can work in principle. Additional niches have now opened up for this model in connection with the sanctions, in connection with the completion of our technological sovereignty. The second model, an even more promising one perhaps, is the movement of startups. Every year we generate a huge number of people who are ready to do this. We need to learn how to bring these startups to a state where they become production. The problem is that we have not built a system that identifies these startups in terms of their ability to produce added value

Thirty Years of Innovation Policy in Russia: Lessons and Prospects in Relation to Creating Tech Champions
What does not work is if you look at the structural characteristics of our economy as a whole, they do not change, as if frozen. All this does not change. Everything seems to be working, but I still want to ask “what's the matter”. There are some proposals, perhaps from a scientist coming up with these innovations. And there is someone, perhaps an entrepreneur, who should come and use these ideas. There is one thing that does not work for me in this model. These should be connected. We will start moving when they start making money on innovations. We need to find a model, which would be adequate to our culture, and combine the two processes. All these people and structures must learn to earn money

Thirty Years of Innovation Policy in Russia: Lessons and Prospects in Relation to Creating Tech Champions
After all, we began to systematically engage in innovation policy not 30 years ago, we started in the mid-2000s. And this is connected with the names of Andrey Fursenko and Herman Gref. But even this period, more than 15 years, is a very significant one. The national innovation system has been created, we have all the national innovation institutions, we have many engineering centres, as well as development institutions that deal with innovative technologies. We have two main results, in my opinion. Thanks to innovations entire industries have emerged in the country. Pharmaceuticals is one example. Today, we produce the most modern pharmaceuticals, which not all countries can produce. Composite materials are a fairly powerful industry. Polymer chemistry is another strong industry. Right now, an industry of drones is being created, as well as air, and land, and sea vessels

Assessing the Business Environment, Investment Climate, and Investment Potential of the Constituent Entities of the Russian Federation
The regions [...] have their own specific achievement profile that is having a meaningful effect and increasing investor confidence. It’s really important that this profile is singled out, evaluated, and presented for dissemination and implementation in other regions. In fact, that’s how we improve the quality of the business environment

New SME Strategy: Challenges, Opportunities, and Solutions
We are talking about a new strategy. But what is the old – the existing – strategy? I would call it ‘an order to survive’. It basically focuses on taking an average small business life up to 5–6 years instead surviving for just three. The future strategy must be based on the following principle – an order to earn. We need to create an environment, where people involved in small and medium-sized businesses could earn. This is a priority task for the near future. Our second biggest priority is to cut on the reporting scope

I believe that this is an irreplaceable part of our culture. Borrowing is at almost 5 trillion; the support package was RUB 2 trillion, with the same amount for 2021. That’s how much we borrowed. This is about the question regarding metallurgists. I personally told Lisin: you raised a ruckus over a few billion roubles with your income growing the way it was. And we burned through RUB 4 trillion [by financing support measures during the pandemic], without taking anything from you, by incurring debt. Then everyone looked sheepish and felt ashamed. There were 30 people, mostly businessmen

We must give credit to the Central Bank. First, there is, of course, an exchange rate adjustment ... It [the Central Bank] abruptly softens monetary policy at this moment ... made it possible to increase loans. Banks began to increase loans related to debt restructuring, with support for enterprises, and actually took on part of the burden that fell on the budget at that moment. The budget deficit began to grow with terrible speed. They began to finance the economy through borrowing

We identified areas where tendencies [of the crisis] manifested themselves most rapidly – passenger transportation, those who work with the population. At that time there had yet to be a lockdown, but catering, fitness, trade in non-food products, mainly small business – we understand that they urgently need help. The crisis model differs from 2008–2009, we do not know how long it will last, and so we begin to protect large enterprises, a list of core enterprises

In the first months of the pandemic, it was important to exercise tight control over information and respond to fake news and manifestations of panic ... Secondly, we began to control trade very carefully. Hoarding is a sign of panic – people start to buy food, supplies are sharply reduced, suppliers do not have time to deliver ... This means working together with retail chains – we need supplies, excess supplies. For this they need money. We give them money, ‘Guys, just build up your reserves’

There were no masks in the country. Because before that, no one had needed masks. And production takes time – it requires equipment, personnel, materials. Mask production was gradually established. The last episode occurred for me after the Kathmandu airport had been closed. I was getting 200 climbers out of Nepal, you understand? It took me two weeks. Hands-on, two weeks – negotiations with the Nepalese, organizing flights for Aeroflot, which had never flown there before. Verifying people, bringing them from all over Nepal to the point from where they were to be picked up. There were more than 200 of them. Imagine the scale of the disaster. People are waiting around without any money

If there are too many cases to deal with, medical institutions begin to fail. The number of patients increases, the system collapses. […] What happened in Italy? Why Italy? It is a question of municipal medicine; they basically have all these hospitals scattered around the municipalities. Thankfully, we have preserved the model created in Soviet times by People’s Commissar Semashko [the first People’s Commissar of Public Health from 1918 to 1930]; it has changed significantly, though retaining centralization

Presenting the Results of the Russian Regional Investment Climate Index
It is very gratifying that the results have shown several positive trends. First, there has been an increase in government support for SMEs. Second, a decrease in administrative pressure on business was noted for the first time, and measurements were made within the rating and outside the rating. A very important trend is that business has noted an improvement in the regulation of construction. This is the work of Marat Khusnullin, who organized the breakthrough, and more than three thousand regulatory norms have been cancelled over the past year

We understand that the results we are now discussing were measured in extreme conditions, and if the rating was previously characterized by regional achievements and possibilities for improving the business climate in one way or another, then we can clearly see how this year it shows the degree of positive interaction between the regions – between regional head and administration - and business, which, of course, found itself in a difficult situation objectively

The leaders in creating this environment are large structures that shape this environment independently of each other, but nevertheless they are the ones who form it overall. They are undoubtedly the largest digital companies such as Yandex, Mail.ru, Sberbank, and others. They are banks that create fintech, such as the Central Bank. [...] It’s Russian Post and Russian Railways, which are also shaping the digital environment. It’s Rosseti, which is now catching up with them [...] and, of course, it’s the tax service, which, due to our special historical features, is probably going two steps or one step ahead of the others

Why knowledge-sharing mechanisms fail? Why is it so hard to transfer these practices from one region to another? Introducing a best practice is always, indeed, a risk for those who introduce it, because they cannot tell how it is going to work out. Good practice works somehow, but best practice seems to be the best, however you should be careful not to ruin the good thing. There is a host of conditions that make good and best practices worst or simply impossible to use

There has been a dramatic upturn in the work of regional teams. Out of 85 federal regions, the business has only noted a decline in 7 of them. It follows that the design of the target models applied this year for the first time has been effective. The target model is a concentration of good practices that have already been implemented somewhere in the existing regulatory environment
