Born on 22 November, 1964 in Reutov, Moscow Region, Russia.
In 1989 graduated from Moscow State University of International Relations.
Joined the diplomatic service in 1989. Occupied different positions in the Foreign Ministry Headquarters. Worked at the Embassy of the USSR/Russia in the Peoples’ Republic of China and Permanent Mission of the Russian Federation to the United Nations in New York.
2001 – 2004 – Head of Division, First Asian Department, Ministry of Foreign Affairs of Russia.
2004 – 2008 – Minister-Counsellor, Embassy of Russia in the Republic of Indonesia.
2008 – 2011 – Deputy Director, Department of Asian and Pacific Cooperation, Ministry of Foreign Affairs of Russia.
2011 – 2014 – Special Envoy of the President of the Russian Federation on the Shanghai Cooperation Organization Affairs, National Coordinator of the Russian Federation in the SCO, Ambassador-at-Large. Head of the Governmental Delegation on shaping the SCO legal foundations.
2014 – 2018 – Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Kingdom of Thailand and Permanent Representative of the Russian Federation to the United Nations Economic and Social Commission for Asia and the Pacific.
Since February 2019 – Ambassador-at-Large in charge of creating Greater Eurasian partnership, building connectivity between the Eurasian Economic Union and the Chinese “One Belt, One Road” initiative as well as integration processes in the Eurasian continent.
Has a diplomatic rank of Envoy Extraordinary and Plenipotentiary, First Class, since 2015.
State Awards: Honorary Certificate of the President of the Russian Federation (2016), Most Exalted Order of the White Elephant (Kingdom of Thailand, 2018).
Ph.D (History). Author of numerous articles on history, culture, domestic and foreign policy of China, security in the Asia Pacific region, history of the Russian diplomacy. Wrote several books of poetry and short stories.
Fluent in English and Chinese.
Married with a son and a daughter.
