Keeping Pace in the Competition of Preferential Regimes
In general, preferential regimes are already wonderful. It is difficult to add any other benefits. It is probably important not to talk about adding new benefits, but about a delicate adjustment of what has already been done. When you start working specifically, you get into sometimes even funny or unpleasant situations

Travelling to the East: Opportunities for Investors and Tourists
We could conduct an inventory of the so-called dual-purpose or scientific fleet, which the Academy of Sciences has. Eventually, this fleet could be really become dual-purpose: three or four months a year we use most comfortable of the vessels for tourists, and then return them to the scientists. <...> What about cruising and expeditionary fleet in five years? Undoubtedly it should be built. My proposal is to pass the ball to the Far East Development Corporation, to create a project office and to fund the project office, so that it can develop, design and start building. Why FEDC? Because this is both the Far East and the Arctic. Those are true tourism gems where we are very competitive in expeditionary cruise tourism

Travelling to the East: Opportunities for Investors and Tourists
Now we talk a lot about expedition and cruise tourism, and this implies a fleet. There is no fleet

Investment Projects in the Arctic: Incentive Regimes
The tourist sector is probably unable to offer a return of six or eight roubles for every rouble invested by the government. However, it will be able to generate two. <...> It is very much our hope that electricity will be supplied to us with fewer expectations compared to when it’s supplied to resource projects

Develop.FE: How Can the Far East Attract Investment?
Many measures [to attract investors] have been taken, a lot of events have already taken place. One of the key measures in terms of the decision [taken by Vasta Discovery – which is helping to implement the Three Volcanoes Park tourism project in Kamchatka Territory – to come to the Far East] was the system of advanced special economic zones (ASEZs) in the Far East. This is a really excellent preferential system from a taxation, organizational and infrastructure perspective, and it allows us to consider large projects that we would never have looked at in any other circumstances… There is however still a need to fine-tune the preferential regimes

A Land of Incredible Adventures: New Opportunities for Tourists and Investors in the Far East
When it comes to supporting infrastructure, tourism projects should be viewed just like social projects. It is not just the tourists who need these roads. IT is the local residents, who live here or in the neighbouring territories

Exploring the Far East: New Business Opportunities in Tourism
Airports should welcome long range flights <…> cruise ships have to get serviced somewhere <…> We need to untangle customs and military issues <…> reasonable compromise between safety and tourism development still hasn’t been found

Preferential Regimes for Investors: Current Progress and New Challenges
Border controls are so tough and archaic, that I cannot really imagine how we can attract tourists in any real numbers. ASEZs should probably focus on this area as well

Preferential Regimes for Investors: Current Progress and New Challenges
We have seen one problem from the point of view of tourism, and that is the development of infrastructure. Infrastructure requirements for tourism are higher than those for industry. For example, it is vital for us to not only have accommodation, but a road network and the ability for people to easily get to and visit various geoparks and tourist sites. We do not see provisions in ASEZs for the requisite infrastructure to be developed,

How to Develop Tourism: Changing the Way Investment Decisions in the Sector are Made
There is a very good example without our country of how to make an industry a leader. If we make the state support structure similar to the one that currently exists in agriculture, then I guarantee you that in 15 years we will have two sectors that we will be proud of – agriculture and tourism

How to Develop Tourism: Changing the Way Investment Decisions in the Sector are Made
Russia is a huge country, but its resources are limited. There is no way to develop all 85 regions at once. We have to look at ourselves and say – here are 20 regions and in the coming years we are only going to work on them

How to Develop Tourism: Changing the Way Investment Decisions in the Sector are Made
For some reason, when we discuss tourism, speeches are often more emotional than technocratic. In order for us to win [...], we must take a technocratic approach to this industry [...] We must count the flows. We must count the value and the cost of money for the investor. We must count all the guarantees or risks that are present in each of these projects
