Community Service: Points of View from Society, Business, and Government
The first centre was created in the Novgorod region, we hosted the pilot project. <...> The regions have a lot of problems with the workforce for the enterprises. It is a great opportunity to resolve this problem: not by attracting migrants from other countries, but by giving the opportunity to our fellow citizens who want to work. One of the enterprises organized such a centre, now there are already three of them, a few more are being built, prepared, repaired. <...> These are food processing enterprises, these are agricultural enterprises, these are manufacturing enterprises

New SME Strategy: Challenges, Opportunities, and Solutions
When a small business opens a bakery on the ground floor of a residential complex, everyone says: ‘We do not like it, because this is where we live.’ I think discussing it with authorities is not right. You need to speak with the people first. We need a dialogue with our people that will help us develop new norms to be set by the authorities

A Step Forward for Healthcare in the Far East
We have made a regional project titled ‘12 months of health’. We try to talk about prevention, about bad habits, about good nutrition on every corner. And in addition to the Ministry of Health, this is done by our regional mass media, our cultural institutions and our schools. It practically did not incur any additional costs

Key Principles for Establishing Tourist and Recreational Zones
What restrictions are there? They are competences of municipal officials, of small service providers, of museum employees interacting with tourists. We do not simply protect valuable objects; we need to demonstrate them. Also, competences of the cultural sector employees in the regions. We are now actively working on educational competences; we understand that it is not enough to have a UNESCO heritage site dating back to the 9th or 10th century; we need to be able to tell about it

Implementation of National Goals for Transparency in the Digital Reality. Open Debate
The most important thing is the big data that we must reveal and make public. And the main tool of such demand is not public councils, but participatory budgeting. What people want is revealed when you involve the public in shaping up the municipal budget. It immediately becomes clear what they are really interested in, what they want to discuss where they are ready to take part. Feedback from the people is necessary, it is important

We have completed a talent forecast in our region: 40% of the majors offered by intermediate vocational education are not what business needs. Best Practices for Socioeconomic Development: Integrated Solutions for the Regions and Cities
We are examining in detail how our regional decisions affect or don’t affect the lives of people on the ground, in a concrete city or district. And this helps create a piggy bank of ideas that can then be implemented on location. And it’s good that, now, our direct communications channels will be supplemented by the Smartek database of best practices

Towards Life Expectancy of 80 Years in Russia: Challenges and Solutions
Early diagnosis is currently problem number 1. We have fairly well-equipped regional centres, <...> but the lack of early diagnosis results in a situation where the people who get to those centres are already in those stages of an illness where it either can’t be treated, or they can improve a person’s quality of life, but they will never be healthy again

It is very important how radically we have revised the legislation on investor support, reducing the threshold for investment support by 90%. We tried to make it possible not only for big investors, but also for your medium-sized investor, for any money that is invested in the region to receive support from us by means of benefits and additional administrative support

The most difficult thing for us, since we are not the richest region, is to build infrastructure for business: technoparks, industrial parks, business incubators – these things require investment. Today, the regions are feeling the squeeze from the Finance Ministry’s demands not to increase the debt burden, so it is difficult both to fulfil social obligations and to build up infrastructure

Made in Russia: National and Regional Branding as Tools for Economic Development and Promoting Russia around the World
We have consciously attempted to incorporate the image of the book as a symbol of culture, and the letter N, which stands for Novgorod and acts as a kind of connecting symbol. It is an old-style Russian decorative script, which operates as a symbol of education and art. They are heraldic symbols. And we have strived to unite all of these in our Novgorod Rus export brand. This brand should form part of the Made in Russia brand. <...> Our companies have become actively involved in this pilot stage, and currently over 30 companies are part of the Made in Russia brand
