Eng. Merrille Goonetilleke has graduated from the University of Moratuwa in the field of Electrical Power Engineering and started his carrier as an Electrical Engineer in the Ceylon Electricity Board (CEB) in Sri Lanka since 1990. He has served as an Operations Engineer (Victoria Power Station), Meter Lab Engineer, System Control Engineer and Energy Management Engineer (System Control Centre), Chief Engineer (Digital Bearer) in the CEB and since February 2008 he has been released to the then Ministry of Power & Energy to take up the post of Director (Technical).
Subsequently he has been promoted as the Addl. Secretary (Technical) in the Ministry of Power & Renewable Energy since 7th July 2015.
Eng. Goonetilleke has an MBA degree from the Postgraduate Institute of Management of the University of Sri Jayewardenepura in 1996, a Graduate Member of the Engineers Australia since 1993, a Corporate Member of the Institute of Engineers since 1996, he has also obtained a Diploma in International Relations from the Bandaranayake Diplomatic Training Institute in 2010.
He has functioned as a member of the Sri Lanka Atomic Energy Authority, member of the Sri Lanka Atomic Energy Board and also as a Member of the Sri Lanka Sustainable Energy Authority. He also served as the Manager, Power Sector Reforms Project from 2008 to 2011 for the Ministry of Power and Energy.
During his tenure, he was instrumental in many collaborations in the Energy Sector as the Focal Point for Sri Lanka among many international, regional and sub-regional groupings such as SAARC, ACD, UNESCAP, UN, BIMSTEC etc.
He is one of the key figures in making much awaited SAARC Inter-Governmental Framework Agreement for Energy Cooperation (Electricity) a reality. He has participated in many Intergovernmental Meetings representing Sri Lanka at Sub-Regional, Regional and World level.
Eng. Goonetilleke was also instrumental in implementation of the Sri Lanka Electricity Act, No. 20 of 2009 and subsequent drafting of the Sri Lanka Electricity Amendment Act, No. 31 of 2013. In addition Eng. Goonetilleke is the person who has worked tirelessly since 2010 by drafting the Sri Lanka Engineering Council Bill and having discussions among various stake holders until it has been successfully passed in the Parliament 2017.
Eng. Goonetilleke is a very keen social worker and has been an active scout since 1974 and in recognition to his service to the nation H.E. the President has appointed him as the Chief Scout Commissioner since 17th July 2017.
