The use of the ‘alternative boiler house’ mechanism has proven to be an effective method

On the whole, the mechanism is definitely working, but it is definitely not the only one. For example, there are large federal subjects who say: ‘We will not switch to the alternative boiler house anywhere, because it seems to us that once we go there, we will lose leverage, <...> so we will not go there.’ This seems to us to be a very one-sided view. Because first of all, there is an annual control, and secondly, all parameters are also laid down. The mechanism works. If there are flaws, they need to be cleaned up, and in principle it is a working tool for contribution and investment. Even for this year, we have had a very smooth and gentle start to the heating season — Vladimir Vasilenko, First Deputy Head of the Samara City District.
