The tax deduction for supporting education does not work yet because of the lack of regional laws
There was an instruction from the Ministry of Finance to introduce an investment tax deduction. This means that all the expenses that an enterprise incurs to modernize the material and technical resources of a vocational education institution ... the income tax payable can be reduced by this amount. It is very important to pay attention that now this law will be adopted, but in order for it to work and actually enable enterprises to use it, it is necessary to adopt laws at the level of the constituent entities of the Federation regulating the deduction. The laws should consider the requirement of tax legislation that any change can be implemented only from a new tax period. Business and education consortiums may need additional incentives beyond the tax deduction
There should be attractive support measures. And a tax deduction. Definitely yes. And large investors, they should be part of the Professionality project. We need to think about how to make it possible to go to consortiums and encourage them. The synergetic effect depends on the interest of the business, and this interest is not always there

The authorities will try to re-link professions to industries
The demand for getting a secondary vocational education is obvious. There is a really sharp change in the trend. This is an indicator that specific professions are in demand. The Far Eastern mortgage should be extended, there is a little demand from teachers for it
One of the solutions in the direction of support is the Far Eastern mortgage. According to my data, after the launch of the programme, 2,800 applications have already been submitted among teachers, of which 1,900 have been approved. State support for investment projects should be made dependent on the support of specialized educational organizations by these investment projects
I would synchronize plans for the Professionality project and plans for state support measures for investment projects. If we see that a large-scale project is being implemented and a large number of jobs will be created in one place or another, then one of the criteria for state support for the project should be cooperation with an educational institution and joint implementation of this project in terms of training personnel: as part of the Professionality project, with the help of the Professionality project... Small and medium businesses could be allowed to participate in consortiums with education

Professions and qualifications that are related to the service sector may be prestigious, and jobs in shipbuilding and ship repair are, of course, difficult. Parents also have to persuade them, and work has to be done with enterprises. Vocational educations institutions alone will not be able to recruit applicants and convince parents. They have to work with parents, they have to explain how much the student needs it, how much the family needs it... We used to work with ninth graders, now we are reconsidering our attitude towards applicants and plan to start working from the sixth grade, creating specialized classes and conducting professional tests to convince them, and telling parents what the child will have, what they will get from it — Gennadii Levchenko, Director, Far Eastern Shipbuilding College.
