On 1 January 2016, a new federal law on publicprivate partnerships (PPPs) came into effect in Russia. Along with provisions for concession arrangements, the law stipulates rules for private investment in infrastructure sectors such as transport, energy, healthcare and so on. There are currently a number of projects in the utilities and education sectors operating under PPP terms in the Russian Far East. There are also plans for large-scale transport projects. What conditions are needed to secure private investment in the public infrastructure? What PPP projects in the Russian Far East are available to private investors? What state support measures are offered to investors under the PPP framework? What changes need to be made to regulation in order to make PPP projects more attractive to investors?
