SPIEF to look at the role of health insurance organizations

The business programme of the St. Petersburg International Economic Forum includes the session ‘The Role of Health Insurance Organizations in Delivering Obligatory Health Insurance Systems’, which will focus on development of obligatory health insurance in Russia. The meeting will be moderated by Evelina Zakamskaya, Editor-in-Chief of the Doctor TV Channel and presenter of Russia 24. The panelists include Tatyana Golikova, Deputy Prime Minister of the Russian Federation; Veronika Skvortsova, Minister of Health of the Russian Federation; Yuri Voronin, Chief Financial Commissioner for Consumer Rights at the Financial Ombudsmen Administration; Nadezhda Grishina, General Director of Capital Medical Insurance LLC; Andrey Ryzhakov, General Director of AlfaStrakhovanie-OMS LLC; and Vladimir Chistyukhin, Deputy Governor of the Central Bank of the Russian Federation (Bank of Russia).

The participants will be looking at a number of urgent problems facing the industry today. How can insurers and the insured be brought closer together? How can the rights of patients be best protected? What are the prospects for development of obligatory health insurance systems and what role should be played by insurance organizations? What healthcare control and qualitative assessment mechanisms could prevent violations of patients’ rights when receiving medical care? How should interaction between health insurance organizations and other participants in the obligatory health insurance system be arranged?

«Today, over 146 million people are covered by obligatory health insurance in Russia, with their interests represented by 35 health insurance organizations. With a further increase in the resources of the health insurance system combined with allocation of additional funding for cancer treatment, both the role of health insurance organizations and their approach to engagement with insured people is changing. Our task is to ensure an appropriate level of control over the participants on the insurance market, so that every person in the Russian Federation would be guaranteed timely, full and good medical care», — stressed Tatyana Golikova, Deputy Prime Minister of the Russian Federation.
