Made in the Arctic: Grants as a Driver of the Creative Economy in the North
The development of creative industries in the North directly affects the social optimism of the local population, promotes the creative realization of residents, and stimulates the regional economy. There are roughly 3,000 projects that are changing the cultural landscape of the regions every day. New theatres are being built, new performances are being put on, films are being released, new names are being discovered, and strategic projects are being supported that affect the development of professional environments and communities. The total grant fund from 2021 to 2024 is RUB 31.5 billion. In the first two competitions, 250 winners from Russia’s northern regions received grants worth more than RUB 330 million. In addition to the grant funds, the regions receive support for creative industries from federal and regional projects that were submitted for the competition from Moscow or neighbouring regions. What projects are receiving grant support? What best practices need to be developed and replicated? How do local brands contribute to the development of the creative economy of the North?

Export Potential: EAEU and the Global Market
In addition to the countries of the Eurasian Union, Russian manufacturers supplied drugs to another 88 countries (according to 2019 data). With the West imposing sanctions against Russia, trade flows will be bypassing Europe. Russian exports will now be targeting the markets of Latin America, Africa, and Asia. The export of finished dosage forms to other countries are complicated by the fact that direct logistics routes are constrained by the severe sanctions against Russia, which means other means of exports need to be found, including with the participation of the EAEU countries. At present, EAEU countries account for about 39% of Russia’s drug exports (in monetary terms). Is it possible that the new geopolitical challenges could become an impetus and not an obstacle to the development of the expert potential of Russia’s pharmaceutical industry? Would it not be more profitable to build up the competitiveness of the EAEU by creating Eurasian brands under a single ‘Made in the EAEU’ brand as European companies (Societas Europaea) have done? What is Russia’s role as a pharmaceutical manufacturer as part of the main focuses for the economic development of the Eurasian Economic Union until 2035? Are domestic pharmaceutical manufacturers ready for the requirements that the EAEU is introducing to establish the proper quality of medicines?

The Economics of Drug Supply: How to Balance Supply and Demand
The economic approach to the drug supply system means choosing from a set of alternative management decisions that can achieve the maximum result given limited resources while simultaneously increasing demand for modern drugs. The proper choice of the right alternative, in turn, depends on the ability to select and analyse the primary factors of influence to achieve a balance of demand for drugs and supply. The institutional environment of the modern pharmaceutical market in Russia has an impact on both the state and its commercial segment. One of the key aspects of achieving a balance and optimizing the economics of drug supply is an effective public drug procurement system that is built both taking into account the current market realities and all the innovative models that exist in world practice. How flexible should the legal regulation of the pharmaceutical industry be? How should pricing be managed when people’s personal funds account for 64% of the demand for drugs? What economic factors dictate the choice of a procurement system? What are the economic consequences of changing drug therapy and should this be taken into account when choosing treatment tactics? How should preferences work for the domestic pharmaceutical industry?

Domestic Tourism in Russia: How Should the Industry Develop in the New Environment?
Tourism is firmly among the priorities of the Russian government. A national project «Tourism and Hospitality Industry» has been outlined, and a number of measures have been proposed to support the industry, such as tourist and children’s holiday cashback schemes, VAT reduction in the hotel sector, and grant support for entrepreneurial initiatives. Today it is important to prioritize and determine the rules of the game for all participants in the industry, as well as create conditions for attracting additional investment, creating new jobs and improving the quality of tourist services. The Russian tourism industry can and must offer tourists a wonderful experience and an excellent holiday at a reasonable price. What proposals to change the fiscal, regulatory, and administrative burdens on the tourism industry participants are there now? What should be the basis for fair competition in the market and the overall improvement of the industry? How can investors be encouraged to build quality domestic and inbound tourism facilities? How is private initiative and small business developing in tourism? What are some examples of the most successful regional government-business work?

NFT: Market Reality or a Flash in the Pan?
In the spring of 2021, the art world was hit by a wave of NFTs. Sales of non-fungible tokens increased 20-fold in April, and in August trading volumes on OpenSea, an NFT marketplace surpassed USD 800 million mark. This was followed by record sales at auctions, including Christie’s, growing number of trading platforms, and a massive influx of artists into blockchain. It seems that the question of whether NFT will pass the test of time is no longer relevant. But will «is everybody going to the future»? What awaits the NFT market: breakthrough or stagnation? How will the regulation of cryptocurrencies affect the art market? What does it mean to own art in the digital age? Does NFT give rights to dispose of virtual values? What is better to invest in: art, artists, or platforms? Can the NFT world help discover new artists?

Protecting Business: Balancing Economic Development and Public Order
In recent decades, Russian state criminal law has undergone a real transformation. The relations between the authorities and representatives of business have been properly framed, while criminal legislation for business has been considerably liberalized. Still, administrative pressure practices remain in place; at the same time, the new economic situation demands new approaches to the development of entrepreneurial activity. How to strike a balance between private and public interests? Evaluating the changes in economic legislation in terms of ensuring safe conduct of business in the country: can we talk about their effectiveness? Are new legislative solutions needed? The key is not to get in the way: what should be a comfortable regulatory environment for doing business? What problems arise most often in the prosecution of entrepreneurs? What are the terms and procedures for conducting forensic examinations? The court guaranteeing legal protection: what are the emerging precedents on economic crimes? What is the role of public institutions in protecting the rights of entrepreneurs? Will digital platforms become a new model of business protection?

Drug Security: Humanity at the Heart of Collaboration
For Russia, drug security is currently a top priority in the healthcare sector and a precondition for the country to reach an entirely new level given the realities of the current challenges. The government’s immediate agenda includes maintaining the availability of medicines, ensuring the financial stability and technological independence of pharmaceutical industries, and fulfilling state guarantees for the provision of drugs to society. In a country with stable drug security, each citizen must be sure that his/her life and health are reliably protected. Such confidence is primarily manifested in the trust of society and people’s approval of the actions of state institutions. Today, it is not only crucial to unite the key regulators, the expert community, and society and establish the openness and transparency of various processes, but also to build a space for understanding and cooperation. People’s health and lives are a primary focus of the laws of humanism and go beyond political boundaries. What solutions will get the healthcare and medical supply industry out from the pressure of sanctions? What strategies for the import independence of the pharmaceutical industry are protecting the government’s interests? How can the state and society build a dialogue towards trust and cooperation? What is the best way to ensure national drug security and guarantee that Russian citizens regularly have high-quality and effective drugs available to them?

New SME Strategy: Challenges, Opportunities, and Solutions
Currently, the government, regional authorities, and the business community are, in fact, creating a New Economic Policy. At the same time, their efforts should be aimed at the dynamic and advanced development of small business. Dated ideas and models for SME development and support will not work effectively under the current conditions. We need new approaches to developing small and medium businesses, which businesses, government and society should work out together. What new opportunities and areas of growth are emerging for small businesses? Rebooting the SME development strategy and national projects, based on existing conditions. Federal and regional SME support measures: how to achieve synergy and give a real impetus to business development? How to support the development of new production and logistics chains, including in foreign trade activities? How can we jointly expand promising markets and reduce the costs of entering and operating in these markets? What systemic support measures are SMEs entitled to rely on: synergy between business and development institutions?

Dictatorship of Neoliberalism with Russian Fellow Countrymen’s Eyes Abroad
The anti-Russian campaign being waged by Western nations to suppress everything linked to Russia, its history, culture and language, has brought into sharp focus the true worldview of supporters of neoliberalism. Geopolitical interests have turned out to be more important than the standards and values of democracy proclaimed by the West itself. In the Russophobic frenzy, political strategists are applying double standards and unilateral “sanction” mechanisms in the field of human rights. These mechanisms essentially constitute tools for putting illegitimate pressure on objectionable states and their citizens, and are at odds with the fundamental principles of international law. Since the start of the special military operation in the Ukraine, Russians and our fellow countrymen have faced discrimination on an unprecedented scale in a number of Western countries due to their affiliation with the “Russian World”. With its attempts at “cancelling” Russia, the West has once and for all confirmed the inferiority of ultraliberalism and its inconsistency with the ideals of liberal democracy at a fundamental level. How can we counteract anti-Russian sentiment of political and ideological origin abroad? How can we fight discrimination? Which measures are being taken to help those who have faced various forms of oppression and constraint in the West?

Russian Economy: Current Challenges and Footholds
The whole world is currently rethinking the structure of the global economic system that has prevailed in recent years with a focus on intensifying international cooperation in trade, economic, and financial affairs. The imposition of individual sanctions has significantly accelerated deglobalization processes, signalling to countries that they needed to find internal footholds to ensure the stability of their financial and budgetary systems. Russia has succeeded in making it through the first acute phase of this process. The measures it has taken to ensure financial and price stabilization, preserve jobs, and provide support to vulnerable social groups have made it possible to avoid a negative scenario of events. How quickly is the economy adapting to the new conditions? What kind of restructuring of the economy will this require? What growth drivers will contribute to this? Does Russia have its own footholds that can be developed in the future?

Generational Health at the Heart of Demographic Policy
Russia’s demographic development programme aims to achieve sustainable population growth by 2030 and a higher life expectancy. The programme needs to accomplish strategic goals such as lower death rate and higher birth rate. Plus, it needs to raise the understanding within the society that the people are responsible for their own health. To meet the challenges the demographic agenda presents, comprehensive inter-agency cooperation is required in the medical, socio-economic, and cultural fields. Amidst this cooperation, aside from the protection of family health and strengthening of social guarantees, creating a health-preserving environment is key. Health education, risk prevention, early disease detection and treatment combined with morality and respect for family values in the public consciousness can maximize the demographic effect and promote economic growth. How can we reverse the downward trend in the birth rate? What measures can be taken to address the problem of high mortality rates, especially among men of working age? Why does health preservation drive economic development? What factors of health-preserving environment development require priority governmental work today? How can society be motivated to lead a healthy lifestyle and have a responsible attitude of the whole family to their health?

Russia – China
Today, the relevance of Russian and Chinese business associations grows by the day. They can act as open platforms serving the needs of Russian-Chinese trade and economic cooperation, capable of steering in the right direction the complex process of restoring old economic ties and creating new ones. Additionally, they are able to facilitate the dialogue between the business community and the administration both on the regional and federal or central level. It is equally important to hear the real needs of the market and start looking for optimal solutions as soon as possible. Russian-Chinese trade and economic cooperation is facing unprecedented challenges, but its prospects are broad, and the opportunities are ample. How should the central authorities, regional administrations, enterprises, and industry associations behave? How can they stimulate equally beneficial cooperation and joint development in order to achieve the goal of reaching USD 200 billion trade turnover by 2024 and promote high-level cooperation between our countries? How to continue promoting broader, multisectoral and deeper integration?
