The Roscongress Foundation is a socially oriented non-financial development institution and a major organizer of international conventions; exhibitions; and business, public, sporting, and cultural events. It was established in pursuance of a decision by the President of the Russian Federation.

The Foundation was established in 2007 with the aim of facilitating the development of Russia’s economic potential, promoting its national interests, and strengthening the country’s image. One of the roles of the Foundation is to comprehensively evaluate, analyse, and cover issues on the Russian and global economic agendas. It also offers administrative services, provides promotional support for business projects and attracting investment, and helps foster social entrepreneurship and charitable initiatives.

Each year, the Foundation’s events draw participants from 208 countries and territories, with more than 15,000 media representatives working on-site at Roscongress’ various venues. The Foundation benefits from analytical and professional expertise provided by 5000 people working in Russia and abroad. In addition, it works in close cooperation with 160 economic partners; industrialists’ and entrepreneurs’ unions; and financial, trade, and business associations from 75 countries worldwide.

The Second Wave of Arctic Exploration: Need for a New Economic Model

Russia in the Arctic is entering a new era, which can be called the second wave of exploration. The romantics’ era task was to establish an extractive industry. The modern times are calling for the development of the resource and transport potential of the macro region.

The implementation of basic Arctic projects — the Northern Sea Route, the Northern Latitudinal Railway, gas and oil production clusters on Yamal and Taimyr, the reinvigoration of the solid minerals extraction along the Arctic Circle — will enable the development of other industries. These include tourism, hospitality industry and crafts, light aviation and river fleet, port facilities, distributed power generation and cargo shipping.

The second development wave tasks are set for decades to come. It is due to both their scale and the peculiarities of operations in the North. Of all new projects, only a few are at the implementation stage. That is, we are still at the preparatory phase for truly large-scale development. State and large corporations investments predominate this period.

During Soviet times, the state covered everything. Now, for the organic development of the northern territories, it is necessary to use both state resources and private capital. In other words, a new economic model is required, and it is underway. The Project Office for Development of the Arctic (PORA) will become the primary platform for the Russian Arctic development strategy 2035.
