The Roscongress Foundation is a socially oriented non-financial development institution and a major organizer of international conventions; exhibitions; and business, public, sporting, and cultural events. It was established in pursuance of a decision by the President of the Russian Federation.

The Foundation was established in 2007 with the aim of facilitating the development of Russia’s economic potential, promoting its national interests, and strengthening the country’s image. One of the roles of the Foundation is to comprehensively evaluate, analyse, and cover issues on the Russian and global economic agendas. It also offers administrative services, provides promotional support for business projects and attracting investment, and helps foster social entrepreneurship and charitable initiatives.

Each year, the Foundation’s events draw participants from 208 countries and territories, with more than 15,000 media representatives working on-site at Roscongress’ various venues. The Foundation benefits from analytical and professional expertise provided by 5000 people working in Russia and abroad. In addition, it works in close cooperation with 160 economic partners; industrialists’ and entrepreneurs’ unions; and financial, trade, and business associations from 75 countries worldwide.

Russian national helpline: 8 800 200 3411


Launched on 18 March 2020 under the name «In this together», the helpline aims to support and coordinate assistance for people over the age of 60 who are self-isolating due to the spread of COVID-19. It is a joint initiative by the All-Russia People’s Front, the Roscongress Foundation, the Association of Volunteer Centres, the nationwide Medical Volunteers movement, Volunteers for the Constitution, and Rostelecom..

The helpline operates 24 hours a day, taking calls from across Russia from elderly people and people with limited mobility.

From hotline to information centre

Flexible approach to solving issues arising among the population in connection with the consequences of the spread of COVID-19 is one of the main principles of the hotline organizers. During the five months of the tireless operations, the line has been transformed into a fully‑fledged information centre encompassing over 10 focus areas:

  • requests for grocery, medicine and pet food deliveries, utilities and housing payments, rubbish collection;
  • requests for assistance for medical workers in the fight against the spread of coronavirus;
  • advice on issues such as supporting families with children, obtaining loan repayment holidays, settling work disputes and returning to Russia from abroad;
  • psychological help and spiritual guidance.

Since 18 March 2020, operators have received almost 3.8 million calls and filed over 4 million requests (including those made through the ONF.Pomosch app)

The helpline adapted its operations over time to meet changing needs.

On 1 September 2020, the Russian national #InThisTogether campaign launched a helpline as part of the ‘School Breakfast’ Open Line project, where parents and legal guardians could ask questions regarding the nutritional needs of students of state and municipal educational institutions.

In autumn of 2020, the operators also started providing consultations on accessible travel within Russia. In February 2021, the ‘In This Together’ helpline started helping callers sign up for a coronavirus vaccination.

An accessible travel programme hotline

A three stage programme for accessible travel across Russia was launched on 21 August 2020. The programme was created to promote domestic tourism in Russia, providing tourists with a cash refund for part of the cost of their trip. During the first stage of the programme, from 21 to 28 August, the call centre accepted over 2,000 calls. The second stage of the programme ran from 15 October to 5 December and fielded over 12,000 calls. During the first two stages, the majority of calls came from Moscow, St. Petersburg, and Krasnodar Territory.

The third stage of the programme ran from 18 March to 15 June 2021 and processed over 16,000 calls. The majority of calls came from Moscow, St. Petersburg, and Sverdlovsk Region.

A fourth stage of the programme was launched immediately after the end of the third stage. Programme conditions require travelers to pay for their trip from 16 June to 31 July 2021 and take their trip from 1 October to 24 December 2021.

A separate children’s tourism line was launched 25 May 2021. The children’s cashback programme offered a refund of up to 50% of the cost of a summer camp programme.

Line operators regularly answer tourist questions about programme deadlines, tour booking rules, the loyalty programme for MIR National Payment System cardholders, and payout dates.

Current efforts

The call line currently addresses requests in the following areas: deliveries of products and medications; support for medical workers; payments for families with children; provision of food for students at government and municipal educational institutions; labour complaints; the accessible Russian travel programme, including children’s tourism; registration for COVID-19 vaccination appointments; and questions about tours to Turkey and Tanzania.

The results of each call are analyzed by hotline operators as they report on the primary problems currently mentioned and faced by the Russian public.

The Roscongress Foundation and the All-Russia People’s Front recently signed a cooperation agreement, making Roscongress the general partner for organizing and coordinating the «In this together» 24 hour national helpline.

This is a time when businesses, non-profits, volunteer centres, and associations need to come together to help and support those in need. I firmly believe that this joint initiative to set up a nationwide helpline, involving close collabotation and clear coordination with the All-Russia People’s Front, will today enable us to process and act upon all requests made by elderly people from across the Russian Federation.
